Ukraine and the United States have nearly finalized work on a security guarantees agreement for Kyiv. The new document will differ fundamentally from the widely criticised Budapest Memorandum.
This was stated by Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi, 24 Kanal reports.
He commented on the current stage of the process of agreeing security guarantees for Ukraine with the United States.
«As the president has said, the security guarantees are almost ready to be signed. We are grateful to the United States for its serious approach to these talks. For the first time since independence, this concerns security guarantees that will be ratified by Congress, not so-called „assurances“ like those in the Budapest Memorandum. These are serious binding legal arrangements, ” Tykhyi said.
He recalled that Foreign Minister Andrii Sybiha had repeatedly stressed that before the peace process is concluded, Ukraine must clearly understand all the parameters of future security guarantees. According to him, the country must be convinced that the peace achieved will indeed be reliably secured.
