A bilateral document on U.S. security guarantees for Ukraine is effectively ready, with the next step being finalization at the highest level, Ukrainian President Volodymyr Zelenskyy said in a Telegram post.

“Secretary of the National Security and Defense Council Rustem Umerov briefed me on the results of our team’s talks in France yesterday. A bilateral document on security guarantees for Ukraine is effectively ready for finalization at the highest level with the President of the United States,” Zelenskyy said.

Zelenskyy stressed it was important that Ukraine continues to coordinate the work of European and U.S. teams, adding that negotiating groups had also jointly discussed documents on recovery and economic development.

“Difficult issues related to the basic framework for ending the war were also discussed, and Ukraine presented possible options for finalising the document. We understand that the U.S. side will be communicating with Russia, and we expect feedback on whether the aggressor is genuinely ready to end the war,” he added.

The president said that after returning to Kyiv, Ukraine’s negotiating team would report on all the details of the meetings.

“We also inform partners about the impact of Russian strikes. In this context, pressure on Russia must increase in step with the intensity of the negotiations. The credibility of future security guarantees must be proven by partners’ ability, already at this stage, to exert effective pressure on the aggressor,” Zelenskyy said.
