Zelenskyy’s team warns Russia about desired content of their memorandum
Ukraine’s document outlines clear steps toward a ceasefire and peace, and now Russia must submit its version of the “memorandum.”

Russia’s “memorandum” should promote peace, not serve the propaganda purposes of the aggressor country, while Ukraine has already delivered its document.
Advisor to the Ukrainian President on Communications Dmytro Lytvyn said this on the X platform.
“Our Ukrainian document with clear steps toward a ceasefire and peace is already in the hands of the Russians. The document has been delivered to them. They have received it, with no excuses. Now the ball is in their court — everyone is waiting for their so-called memorandum. They promised to deliver it, and not only to us,” Lytvyn noted.
He also clarified that in today’s world, the process of sending a document does not take weeks or even days.
“We need to see what kind of creativity the Russians have put into their "memorandum" and prepare for a substantive meeting. After all, it is meant to promote peace, not serve propaganda purposes,” Lytvyn wrote, adding that it depends on the Russians whether they will take it seriously.
As a reminder, Russian president Vladimir Putin, following a phone call with U.S. President Donald Trump on May 19, announced the Kremlin’s readiness to work with Kyiv on a memorandum for a future peace agreement. He also stated that Ukraine and Russia would need to make compromises acceptable to both sides.
Kremlin spokesman Dmitry Peskov, on May 28, accused Ukraine of striking civilian targets and said that Russia is working on the memorandum, but there will be no ceasefire while it is being drafted.
Russian foreign minister Sergey Lavrov, on May 28, stated that the second round of peace negotiations between Russia and Ukraine in Istanbul could take place on June 2.
