Saldo plans to hand over parts of the Black Sea coast to Belarus under the guise of “resort projects.”

The head of the occupation administration in Kherson region, Volodymyr Saldo, is reportedly ready to cede a section of the Azov-Black Sea coast, supposedly for building sanatoriums and tourist bases.

The National Resistance Center provided this information.

Sources say the territories in question lie between Henichesk and the Arabat Spit and could be granted for long-term use. Saldo calls these lands “an ideal location for resort development,” while the negotiations with Minsk are described as “an exchange of political loyalty.”

Analysts from the National Resistance Center stress that no “sanatoriums” will be built. In fact, these territories could be repurposed as logistics hubs, restricted sites, and dual-use infrastructure for the security forces of Russia and Belarus.

“Kherson is treated by the occupiers as a resource zone, where "resort rhetoric" is merely a cover to reinforce the military and political presence of allied forces. This represents a systematic exploitation of temporarily occupied territories to serve the strategic interests of Russia and its allies, entirely ignoring Ukraine’s sovereignty,” the National Resistance Center said.

According to their information, negotiations with Belarusian authorities have been underway since at least summer 2024.
