Russia’s leadership intends to continue offensive actions against Ukraine even while acknowledging their limited effectiveness, President Volodymyr Zelensky said after receiving a report by Oleh Ivashchenko, Head of Ukraine’s Defence Intelligence.
According to the president, Ukrainian intelligence has obtained documents from Russia’s General Staff indicating that Russian forces themselves recognize they are unable to meet the objectives set by their political leadership.
“We have specific documents from the Russian General Staff confirming that the occupiers themselves acknowledge they cannot carry out the tasks assigned by their political leadership,” he said.
Despite this internal assessment, the Kremlin is not abandoning its offensive plans. On the contrary, it is considering increasing troop numbers, including through expanded mobilization measures.

Zelenskyy also said Ukraine’s Defence Forces continue to degrade Russia’s offensive capabilities. According to intelligence data, Russia’s irreversible losses have already reached about 60% of its total casualties.
In response, Ukraine plans to intensify pressure on Russian forces. Key priorities include increasing enemy losses, expanding the use of drones on the front line, and strengthening sanctions against Russia’s military-industrial complex and oil sector.
Ukraine also plans to inform international partners about Moscow’s further intentions, including preparations for potential operations against NATO countries and efforts to draw Belarus deeper into the war.
