During a recent large-scale strike on Ukraine's energy system, the Russian occupying forces demonstrated a change in their tactics. Notably, the occupiers have begun using cluster munitions to target energy infrastructure.

This was discussed by ZN.UA correspondent Ihor Maskalevych in his article, "Attack on the energy system: Preparing for winter, Russian style."

It is noted that, for the first time this year, Russian forces did not target thermal power plants but instead focused on key substations in Ukraine's western regions, near Kyiv, and in the Slobozhanshchyna region.

"The main problem is unexploded ordnance, which complicates repair efforts. The key question is why, in the third year of the war, we still have unprotected equipment? Cluster munitions have previously been used against TPPs. Now, "Ukrenergo" will need to find countermeasures. This attack is likely not the last, and the enemy will continue to hone their skills," the author writes.

According to him, during this massive attack, as has become common in recent months, gas transportation system facilities and underground gas storage sites were also targeted.

"The enemy reported "damage to gas compressor stations in Lviv, Ivano-Frankivsk and Kharkiv regions." The attempt to disrupt gas supply and its injection for the winter has been documented. Kharkiv region accounts for about 40% of the country's gas production," the expert explains.

He says that there should be no illusions, as it is likely that the Russians will intensify their strikes on gas production and storage areas as winter approaches.

"Especially after the gas transit contract ends in late 2024. At that point, there will be no more constraints or counterbalances," he added.
