Istanbul talks: Media obtains full text of Ukraine’s memorandum

Ukraine has proposed its plan to end the war to Russia and the United States, to be presented at the Istanbul negotiations. The Ukrainian memorandum, to be discussed at the Istanbul talks, includes provisions for a ceasefire, monitoring of the truce, and the necessity of a personal meeting between President Volodymyr Zelenskyy and dictator Vladimir Putin.

Key principles of the agreement and negotiations

- Complete and unconditional ceasefire in the air, on land, and at sea as a necessary prerequisite and condition for peace negotiations.

- Confidence-building measures — humanitarian issues: unconditional return of all deported and illegally displaced Ukrainian children. Exchange of all prisoners of war based on the “all for all” principle. Release by Russia of all civilian hostages.

- Prevention of further aggression: the goal of the negotiations is to establish a permanent basis for lasting peace and security and to ensure that aggression is not repeated.

- Security guarantees and international community involvement: Ukraine must receive reliable security guarantees. The parties will invite the international community to participate in the negotiations and provide guarantees to ensure the implementation of agreements.

- Sovereignty: Ukraine does not commit to neutrality. Kyiv’s membership in NATO depends on consensus within the Alliance.

- No limitations on the size, deployment, or other parameters of Ukraine’s Defense Forces, nor on the deployment of troops from friendly foreign states on Ukrainian territory.

- Territorial issues: territorial gains made by Russia since February 2014 are not recognized by the international community. The line of contact serves as the starting point for negotiations. Territorial issues will only be discussed after a complete and unconditional ceasefire.

- Sanctions: some restrictions on Russia may be lifted, but only gradually and in phases, with a mechanism for reinstating sanctions if necessary.

- Frozen Russian assets will be used for Ukraine’s reconstruction or remain frozen until reparations are paid.

Next step — agreeing on ceasefire terms and leaders’ meeting agenda

- after the Istanbul meeting, the parties will continue negotiations focused on: complete and unconditional ceasefire: its terms and monitoring.

- confidence-building measures.

- preparation and agreement on the agenda for future leaders’ negotiations on key issues.

- negotiations will involve the participation of the United States and Europe.

Ceasefire

- complete and unconditional cessation of hostilities in the air, on land, and at sea for at least 30 days (with the possibility of extension every 30 days) as a necessary prerequisite and condition for peace negotiations.

- ceasefire monitoring led by the United States and supported by third countries.

Confidence-building measures

- following the successful prisoner exchange as a result of the Istanbul talks, the parties will continue the process of exchanging all prisoners of war (based on the “all for all” principle).

- agreement on the unconditional return by the Russian Federation of all deported and displaced Ukrainian children, as well as the release of all civilian prisoners. This applies to all detained persons listed since February 2014.

Leaders’ meeting

The leaders of Ukraine and Russia will meet to agree on key aspects of a final peace settlement.

Key issues of the peace agreement to be agreed by the leaders:

- permanent and complete cessation of hostilities: terms, monitoring, and sanctions for violations.

- security guarantees and prevention of further aggression.

- territorial issues.

- economic matters, compensation, and Ukraine’s reconstruction.

- sanctions for violations of the peace agreement.

- procedure for concluding the final peace agreement.
