The Ukrainian side has reported another wave of manipulation surrounding biosecurity and public health programs. Kyiv emphasizes that all such accusations are groundless and unsupported by any evidence.
This was stated in an official comment by the Ministry of Foreign Affairs.
Key points highlighted by the MFA
As the ministry emphasizes, Ukraine consistently fulfills its international obligations under the Biological Weapons Convention (BWC).
“The Ukrainian side has never engaged in activities related to the development, production, or stockpiling of biological weapons,” the ministry stressed.
It added that cooperation between Ukraine and the US in the field of biological safety is exclusively civilian and aimed at developing the public health system.
“The laboratory facilities participating in the respective international technical assistance programs are diagnostic, scientific, or reference laboratories within the public health system, veterinary medicine, or other research institutions,” the MFA noted.
The ministry states that the partnership with the United States involves epidemiological surveillance, laboratory diagnostics, and strengthening biosecurity, rather than military developments. All institutions involved operate as diagnostic or research laboratories within the healthcare and veterinary medicine systems.
Ukraine also recalls that Russia has been pushing similar accusations for years, despite their repeated debunking at the international level. Specifically, in 2022, official consultations held under the Biological Weapons Convention found no evidence of military biological programs in Ukraine.
Kyiv urges to rely on the results of international procedures and verified facts, rather than statements that are part of Russian propaganda.
