Russia changes war tactics: Ukraine reveals enemy’s main target in energy strikes

Russia has shifted its approach to the war against Ukraine, increasingly banking on systematically exhausting the state through strikes on critical infrastructure rather than frontline breakthroughs.

Denys Shmyhal, Energy Minister of Ukraine, said this during the «Security Architecture» forum.

According to Shmyhal, the war has entered a phase where the key role belongs not only to the situation on the battlefield but also to the country’s ability to maintain the stable operation of state systems under constant attack.

«We are at a point of conceptual breaking,» Shmyhal said. «What began in 2022 as a conventional war has transformed into a new type of war of attrition.»

He explained that Russia has effectively integrated attacks on energy infrastructure into its military doctrine.

«The enemy has formed a strategy, attempting to substitute their inability to win on the battlefield with societal and state exhaustion,» the Minister stated.

According to Shmyhal, the Kremlin aims to impose such a heavy burden on Ukraine’s energy grid and economy that it weakens the state’s ability to function normally.
