Zelenskyy announces historic security guarantees document for Ukraine

Zelenskyy said a document on security guarantees for Ukraine from the United States is of a historic level and is being prepared for submission.

Ukrainian President Volodymyr Zelenskyy instructed the negotiating team to complete preparations and submit a document on U.S. security guarantees for Ukraine for consideration at the highest level.

He made the remarks following a detailed briefing by Ukraine’s negotiating team on contacts with the U.S. side on January 12.

Zelenskyy said the meeting also agreed a work schedule for the next two weeks, including planned meetings, preparation of the necessary documents and the possible signing of agreements.

«I instructed that the document on U.S. security guarantees for Ukraine be finalised and submitted for consideration at the highest level. It must be a document of historic importance, and the text is now reaching that level, ” the president said.

Special attention during the discussions was paid to issues of Ukraine’s reconstruction and economic development. Zelenskyy instructed Prime Minister Yuliia Svyrydenko, Deputy Prime Minister Taras Kachka and Minister Oleksii Sobolev to ensure full support and professional expertise on all economic aspects of future bilateral agreements between Ukraine and the United States, as well as trilateral formats involving Ukraine, Europe and the United States.

The talks also defined key parameters for mechanisms governing the use of reconstruction funds provided by international partners.

Zelenskyy said Ukraine is aware that the United States is communicating with Russia about the basic political framework for ending the war. At the same time, Kyiv has clearly set out its own position and expects a clear signal from Moscow on its readiness to end the war on realistic terms.

If such readiness is lacking, Zelensky said, international pressure on the aggressor state should only increase, including measures targeting Russia’s shadow tanker fleet and financial schemes used to evade sanctions.

«If Russia chooses war, the world’s response must be to maximise restrictions on its export revenues, ” the president concluded.
