The Victory Plan, which President of Ukraine Volodymyr Zelenskyy presented to the Verkhovna Rada on Wednesday, October 16, does not envision the liberation of all temporarily occupied territories solely through military means.

This was stated by Mykhailo Podolyak, Advisor to the Head of the Presidential Office, during the "Tema z Moseichuk" program.

"The President has said this multiple times - this is not about liberating all territories solely through military means. The plan is to force Russia into a situation where the cost of remaining on even a small piece of Ukrainian land becomes unbearably high," Podolyak said.

He pointed out that any "peace formulas" previously suggested by world politicians would fail.

"There is no Rasmussen or Kissinger formula. These formulas do not exist. And the President made this very clear in his speech. As long as Russia remains on even a small part of Ukrainian territory, the war is not over. It continues in various forms, eventually leading to a renewed hot phase," Mykhailo Podolyak emphasized.
